HAA DZONGKHAG HEALTH SECTOR PROFILE

Review of Ninth Plan :-

The Dzongkhag Health Sector in its move for universal access to quality health care services has always given top priority to improving the quality and reach peripheral population and health facilities through decentralization process. Population access to health care services is 89 % compared to 87 % in ninth plan. To provide quality of care and to ensure accessibility, three Out Reach Shed ( ORC ) has been constructed in three gewog during ninth plan bringing to total of seven permanent ORC shed. Establishment of Primary Eye Care Unit and X-ray Unit in Bali BHU-I during ninth plan has made service accessible for general public.

Plan Objectives & Strategies and Outlay :-

Objectives :-

The long term objective of the health services is to facilitate through a dynamic professional health care, attainment of a standard of healthy living by the people of Bhutan to lead a socially, mentally and economically productive life, and within the broader framework of overall national development, enhance the quality of life of the people in the spirit of social justice and equity.

Strategies :-

ľ Enhance the quality of health services.
ľ Target health services to reach the un-reached.
ľ Enhance self-reliance and sustainability of health services
ľ Consolidation and improvement of infrastructure.
ľ Intensify reproductive health services and sustain population planning activities.
ľ Intensify the prevention and control of prevailing health problems and the emerging and re-emerging ones.

Main problems and issues encountered :-

ľ Inadequate Health Work Force.
ľ Difficult terrain and scattered settlement.
ľ Climatic Hindrance
ľ Inadequate community participation.
ľ Inadequate GYT capacity.

ľ Limited time for M&E.
ľ No Feed Back

Lesson learnt in the Ninth Plan :-

ľ Health facility to be staffed as per approved staff pattern.
ľ Seasonal and mobile activities to initiate for mobile population.
ľ Liaise with neighboring dzongkhag health sector.
ľ Plan major activities during summer seasons.
ľ Ensure community involvement in any developmental works from the planning stage, implementation and monitoring.
ƒæ Capacity building for GYT¡¦s should be strengthened.
ľ Feed back mechanism should be initiated.
